- Pour brownie mixture into the prepared pan and bake for 20-25 minutes until a toothpick comes out with moist crumbs.
- For the cookie dough layer, mix softened butter and sweetened condensed milk; add flour and mini chocolate chips until fully combined.
- Spread cookie dough over slightly cooled brownies and return to the oven for an additional 10-15 minutes until golden brown on top.
- Let cool completely before cutting into squares.
