Instructions
- Preheat the oven to 350°F (175°C) and lightly grease a 9×13-inch baking dish.
- In a skillet over medium heat, brown the ground beef for about 5-7 minutes until no pink remains. Drain excess fat.
- Add the chopped onion and diced bell pepper to the skillet; cook for an additional 3-4 minutes until softened.
- In a large bowl, combine the cooked beef mixture, frozen hashbrowns, shredded cheddar cheese, cream of mushroom soup, milk, garlic powder, salt, and pepper. Mix until well combined.
